Improving the professional competence of specialists in combating human trafficking during martial law
On November 21, a training and communication seminar titled “Improving the professional competence of specialists in combating human trafficking during martial law” took place.
The event was organized by the Service for Children and Family Affairs of the Kyiv Regional State Administration in cooperation with Save Ukraine and Child Rescue.
Iryna Antoshko, Head of the Service for Children and Family Affairs of the Kyiv Regional State Administration; Julia Sachenko, Executive Director of Child Rescue; and Oleksandra Khamulenko, Head of the Department of the National Social Service of Ukraine, emphasized that real protection for survivors is only possible through coordinated efforts of state services, law enforcement agencies, prosecution authorities, and non-governmental organizations.

Julia Sachenko presented practical tools for legal support and interagency cooperation practices used in the PANDA Center. Oleksandra Khamulenko outlined the specifics of the procedure for granting the status of a trafficked person and the key challenges that arise during wartime.
Liudmyla Dudar, Head of the Inspection Activities Department of the Central Interregional Directorate of the State Labor Service in the Kyiv region, informed participants about the prevention and avoidance of cases involving the employment of minors without proper documentation in accordance with current legislation.
During the meeting, participants discussed practical cases of providing assistance to survivors in the Kyiv region and strengthening interagency dialogue. The concluding discussion focused on partnership and setting priorities for work in 2026.
The event was attended by representatives of the National Social Service of Ukraine; structural units of the district state administrations of the Kyiv region responsible for the procedure of granting the status of a person affected by human trafficking; the Migration Police and Juvenile Police Departments of the National Police in the Kyiv region; the Central Interregional Directorate of the State Labor Service in the Kyiv region; the Kyiv Regional Prosecutor’s Office, as well as the Fastiv and Kyiv-Sviatoshyn Prosecutor’s Offices; and legal specialists and case managers from Save Ukraine and Child Rescue.
